This post looks at one state law in detail. For the national picture, including the Online Gaming Act and BNS section 112, start with Is Satta King legal in India?. In Hindi the new law is often searched as हरियाणा जुआ कानून 2025.
What changed in 2025
Until 2025, Haryana used the Public Gambling Act of 1867, a pre-Independence central law that many states adopted with their own changes. Courts have called that law out of date. In May 2025 the Allahabad High Court (Imran Khan v. State of U.P., 2025:AHC:78538) said the 1867 Act predates digital platforms, does not reach online platforms, servers or cross-border transactions, and carries negligible penalties.
Haryana's new law, the Haryana Prevention of Public Gambling Act, 2025 (Act No. 11 of 2025), replaces it. Section 18 repeals the 1867 Act in its application to Haryana.
| Question | 1867 Act (repealed in Haryana) | 2025 Act |
|---|---|---|
| Online betting covered? | Written long before the internet; the Allahabad HC said in 2025 that it does not reach online platforms | Yes: betting includes "placing bet by means of electronic communication" |
| Gambling syndicates? | No separate syndicate offence | Yes: membership of an "organized gambling syndicate", 3–5 years and ₹5 lakh (s.7) |
| Owning or financing a gambling house | Penalties the Allahabad HC called negligible | 3–5 years and up to ₹1 lakh; repeat: 5–7 years and ₹2–5 lakh (s.4) |
| Police powers | The original 1867 procedure | Search and arrest without warrant on authorisation by an Executive Magistrate or Gazetted Police Officer (s.9) |
Key definitions
- Betting includes "placing bet by means of electronic communication". A bet placed by phone, app or website is covered.
- Common gambling house includes "any computer network enabling information creation or providing information processing and storage, either through an intermediary or otherwise" that is made available for gambling. In other words, a server or online platform used for gambling can be a gambling house, not just a room.
Offences and penalties
| Section | Offence | Punishment |
|---|---|---|
| s.3 | Gambling in a public place or a gambling house | Up to 1 year or up to ₹10,000 |
| s.4 | Owning, keeping or financing a gambling house | 3–5 years and up to ₹1 lakh; repeat offence 5–7 years and ₹2–5 lakh |
| s.6 | Abetting any offence under the Act | Same as the offence abetted |
| s.7 | Being a member of an organised gambling syndicate | 3–5 years rigorous imprisonment and ₹5 lakh |
Abetment (section 6)
Section 6 says: "Whoever abets for an offence under this Act ... shall be punished in the same manner as if he himself had committed that offence". The Act has no separate clause on printing or publishing gambling information, unlike some other states (see our post on laws on publishing satta numbers). Abetment is the general route by which people who help an offence can be charged.
Police powers (section 9)
Under section 9, an Executive Magistrate or a Gazetted Police Officer can authorise an officer of at least Sub-Inspector rank to enter, search and seize. That officer may then arrest without a warrant.
When it came into force
Assent was given on 5 April 2025 and the Act was published on 9 April 2025. The commencement notification (S.O. 26/H.A.11/2025/S.1/2025) was issued on 21 May 2025. It named "the date of publication of the said Act in the Official Gazette" as the start date, which is why some sources give 9 April 2025. The safe wording is: in force by notification dated 21 May 2025.
How it fits with national laws
- BNS section 112 separately makes unauthorised betting or gambling by a member of a group or gang a "petty organised crime", with 1 to 7 years and a fine. See BNS section 112 explained.
- The Online Gaming Act 2025 bans offering, advertising and processing payments for online money games across India, and has applied since 1 May 2026. See the Online Gaming Act explained.
Haryana compared with other states
Each state sets its own gambling law, so the position changes at the state border:
- Delhi still uses the Delhi Public Gambling Act, 1955. Keeping a common gaming-house carries up to 6 months and/or ₹1,000, and the Act has no section on online platforms.
- Uttar Pradesh still uses the 1867 Act with its own amendments. A draft new law from 2021 was never enacted, and in May 2025 the Allahabad High Court asked the state to form a committee on a new online gaming and betting law.
- Uttarakhand approved a new gambling law in cabinet in March 2026; its enactment has been reported, but it is not yet in force.
- Bihar passed the Bihar Gambling (Prohibition) Act in August 2026, which also covers online betting and the publishing of satta figures.
What it means for Faridabad
Faridabad is in Haryana, so this Act applies to satta booked there, whether in cash, by phone or online. The law makes no special provision for any city or game. On this site, Faridabad appears only as a results archive: the Faridabad result page and the Faridabad record chart show declared numbers for information. We do not take bets or work with anyone who does.
